I believe that Fencer made a place for pictures to incourage paying members on this site. Fencer is the person that says yes or no on the pictures. I doubt he will say no on any pictures unless they are in poor taste or offensive. I am sure there are reasons that some people prefer not to have their real picture put up, in which case they still have the option to put up a picture of their cat, or favorite cartoon, or whatever.
