I am returning Assembly Bill 1176 without my signature.

For some time now I have lamented the fact that major issues are overlooked while many
unnecessary bills come to me for consideration. Water reform, prison reform, and health
care are major issues my Administration has brought to the table, but the Legislature just
kicks the can down the alley.

Yet another legislative year has come and gone without the major reforms Californians
overwhelmingly deserve. In light of this, and after careful consideration, I believe it is
unnecessary to sign this measure at this time.

Vikings: I am not saying that the U.S. immigration laws are wrong or that there are not reasons to have them, I just wanted to point out that there are many illegal immigrants who don't fit Beck's categorization. I agree with that guy on most issues but sometimes he just seems to be too short-sighted. And I think this is exactly the case. Not all illegal immigrants are terrorists, outlaws (this is pure demagoguery) or poor trash from dirtbag countries.

Poverty doesn't fall under "can't make a living under their own dirtbag country," "can't make a living under their own dirtbag country" falls under poverty.

And the fact that there is a legal way to immigrate because of population growth doesn't mean that there are not a number of illegal immigrants who leave their countries for this reason and enter other countries without visas or other permits. So keep waiting, I'll be waiting for yesterday.

Übergeek 바둑이: The difference is quite simple. It comes down to what the Czech constitution defines as "rights" and "freedoms." "Rights" are those entitlements that cannot exist without a corresponding duty of the state - e.g. the right to healthcare requires the state to provide the healthcare. Or the right to fair trial requires the state to take such measures as to guarantee the fair trial. On the other hand, "freedoms" are immanent within every citizen and they exist regardless of what the state does. Such as the freedom of speech, or the freedom of religion.

The English language is not as consistent as Czech and analogously the U.S. Constitution is not as consistent as the Czech constitution in the naming of the "rights" and "freedoms." The right to bear arms is not a "right," it is a "freedom." You are free to own a weapon even if there are no gun manufacturers, even if there are no arms available.

This issue is viewed differently in different countries. In Czech Republic, for example, Article 31 of the Charter of Fundamental Rights and Basic Freedoms, which is part of the Czech Constitution, says that "Everyone has the right to the protection of their health. Citizens shall have the right, on the basis of public insurance, to free medical care and to medical aids under conditions provided for by law." But I think it should be noted that this is, more or less, only a theoretical issue. In practice, the Czech health care system is not too different from the U.S. one. In spite of stating that the free medical care is a right, and a fundamental right, of every citizen of the Czech Republic, the wording of the provision allows the lawmakers to adopt laws that limit the extent of the free care. Just like in the US, everyone here has the access to health care and nobody is deprived of it, but those with insurance definitely have a better position, obviously.

Artful Dodger: Well, AD, if it was written by a professional journalist, I wouldn't be put off by it at all. But this was written by a doctor as a want-to-be scientific article, the goal of which was to prove that the mortality rate of American infants is not as bad as reported. To me, the purpose of the first sentence was to tune the reader to the patriotic frequency, thus distorting the whole view of the issue. There is no place for such "literary devices" in articles of this kind. But yes, maybe I really am reading too much into it, as in general I do agree with the point the doctor is trying to make in that article.

Artful Dodger, Czuch: I'm not saying that the US health care system is of inferior quality. I just wanted to point out that the infant mortality ranking, as available at Wikipedia, for example, is not the same as comparing apples to oranges. I think that it would be better to mark those countries where live births are defined differently, but in general, I would say that the list is a reliable source and should not be deprecated.

The second part of my previous post came from something in me feeling some kind of disgust over the first sentence of the article provided by AD. That is definitely NOT how a serious and professional article should begin. The "patriotism" has already gone too far in the US. Too bad that not many realize that.

Czuch, AD: I think it should be noted that only very few of the countries ranked higher than the United States on the infant mortality list use other criteria for the definition of a live birth than those used in the US. I understand, however, that it is hard to put up with the fact that the noble country, or the nation of beautiful babies, is not ranked anywhere close to the top of the list.
