I reproduced on another site the same way... so probably the times I've seen it the page looks like it's loaded, but actually isn't. Also this is chrome, so may not occur in other browsers... chrome may soon no longer be the best browser :( 11. I don't think any browser site can stop the scrolling of the mouse wheel... I assume the issue is somewhere else... 11.
