Snoopy: It can't be a bug, because recently Fencer attested that it isn't possible. Who am I to disagree with the boss? (BTW you also need to count the ones that are already set)

Snoopy: It is possible to give vacation days to others? I didn't know that. I have a few spare ones :-)
