So ONE PLAYER could not make a legal move, and the game is over. There is no rule about "passing" a move. If it would be possible, the game would never be over until all the board was populated - as long as there is only one free square, there is always one legal move to be made. Just start a few games against faster players ;) Players can move as slow as the time limit rules for the specific game allow them. DEAL WITH IT! If you can't, don't join the tournaments with slow time limits.
