Don't worry about that. All "extra" features like Java applets and similar ones will be optional. WebTV users don't have to turn them on. I have a WebTV emulator so I can test what works with that and what does not.
And I think you'll be able to enter tournaments :-)

If you want to save on bandwidth you can reduce the amount of information that shows up in your pages in the Settings. Try changing the number of games in the main page and the number of messages per page. (pauloaguia)
