Dream, the option is a valid one because it may be that half way through a game one player has personal issues and cannot carry on with the game, but the scores are level, so a draw is decided upon.
There are all kinds of reasons a draw may be a good idea in backgammon.

Hrlqns: There can only be one winner in a game of backgammon, it is impossible to have 2 winners. Any player with any experience knows this.
