I would rather see each user can chose to use it or not and during creating a game they have to agrea if they do not want it allowed. How about taking a poll on it. 1) I don't like auto pass and I do not want my opponent using it either. 2) I don't want auto pass but I don't care if my opponent uses it or not(excluding fisher games) 3) I like auto pass and I don't care if my opponent uses it or not. 4) I like auto pass but I only want to use it if both players agree.
