Thad: Possible abuse of your proposal : the #1 ranked player could always keep a 10-point match going in order to minimize the risk.

A solution to your issue (and to the general rating issue) would be :
1) Using the Glicko rating system in order to have a continuous measure of activity.
2) Taking in account the length of the match in the rating adjustements (backgammon sites know how to do that).

The bad news is that it will not be implemented.
