Ratings can change between the time a player signs up for a tournament and the time that the tournament starts. Once a player has signed up, the system will let them play even if their rating ends up far out of the tournament's bounds.

On the other hand, won't the auto-vacation feature make players more willing to play 1-day-per-move games, hence resulting in faster game play?

I still don't see that it's cheating to know what patterns a player has used before. In order to win this game, I checked many (all?) of the past games of my opponent. If this makes me a cheater, someone ban me from this site.

If players lose because of their reuse of patterns, that is their own problem. How is it cheating to look at public archived games?

Congratulations to Cheetah for winning Pawn's Gothic Chess Open--Fihankra CC (Gothic Chess), which I also participated in.

What difference does it make if someone has played the game before to how long they should have for each move? Members of customer service follow the same time limits as everyone else, and why should it be otherwise?

Competition is not the opposite of fun.
