Since this happens from time to time (BKR recalculations,upgrades etc) and when i try to connect no page appears, and since i usually don't read the announcements  , when this happens i don't know the reason and start to think possible causes like if my internet connection is the reason if it's only me etc.
I think that if something like that occurs that would make the site being down for a while, you should have a page that would say site is temporarily unavailable for 2 hours etc....... Whichever you click is how the list will be sorted.
The green light indicates a time control with fixed (ie. Sat/Sun) weekends and no other vacation days allowed.
