Is it seriously being suggested that there are not at least 1000 of these people able and willing to make such a payment? " Maybe 1000 are, but how do you choose 1000 to levy the charge on? Even if 5000 are able does not mean every pawn is able (&& can justify the personal cost/value ratio). |
