THOSE ON LOW INCOMES cannot afford to buy computers, to blame it all on being jobless is inaccurate and a complete misrepresentation of the matter. If John Smith who is doing the bins in the morning has only a small amount of spare income after paying all his families bills, his wife cannot work (or in another case it's a one parent family)... where are they supposed to find the money? And quite frankly, in a case of 'vouchers' I'd have it that they have to pay it back weekly/monthly, etc. 14.
